Four Mexican Nationals Indicted In Major Cocaine Distribution Case In Green Bay

Four Mexican nationals have been federally charged in connection with a major cocaine and methamphetamine distribution conspiracy in Green Bay, Wisconsin. The U.S. Department of Justice announced on May 20, 2025, that a federal grand jury returned a four-count indictment against the defendants for conspiring to distribute over 30 kilograms of cocaine and more than 50 grams of methamphetamine.

The defendants, all Mexican nationals who illegally entered the United States, face serious charges including conspiracy to distribute controlled substances, possession with intent to distribute, and illegal re-entry into the country.

    Charged with conspiracy to distribute over 5 kilograms of cocaine, possession with intent to distribute over 5 kilograms of cocaine, and illegal re-entry into the U.S. Mr. Espinoza had been previously deported.
  • Pablo Sifuentes Navarro (20) of Rockford, Illinois
    Charged with conspiracy to distribute over 5 kilograms of cocaine, possession with intent to distribute over 5 kilograms of cocaine, and distribution of at least 500 grams of cocaine.
  • Pedro Sifuentes Navarro (20) of Louisville, Kentucky
    Charged with conspiracy to distribute over 5 kilograms of cocaine and possession with intent to distribute over 5 kilograms of cocaine.
  • Sanjuana Montenegro Ochoa (27) of Rockford, Illinois
    Charged with conspiracy to distribute over 5 kilograms of cocaine and conspiracy to distribute over 50 grams of methamphetamine.

The Investigation and Seizure

The Drug Enforcement Administration (DEA), in coordination with local law enforcement agencies including the Brown County Drug Task Force and the Wisconsin Department of Justice’s Division of Criminal Investigation, carried out the investigation.

On April 22, 2025, DEA agents seized approximately 30 kilograms of cocaine from vehicles occupied by the defendants in Green Bay. The defendants allegedly planned to receive $495,000 in exchange for the cocaine shipment. Additionally, the defendants are accused of previously distributing and conspiring to distribute one kilogram of cocaine and one pound of methamphetamine.

Legal Consequences

If convicted, the defendants face a mandatory minimum sentence of 10 years in federal prison, with the possibility of a life sentence depending on the case’s outcome. The prosecution is being led by Assistant United States Attorney Alex Duros.

This case highlights ongoing federal efforts to combat drug trafficking networks operating in the region, particularly those involving individuals illegally re-entering the United States after deportation.
